Description
Africa Personnel Services, on behalf of its client, is looking for an Offshore Personnel – Health, Safety and Environment Assistant in the oil and gas industry. Offshore Health, Safety, and Environment (HSE) Assistant role is crucial for the implementation, monitoring, and administrative upkeep of the vessel/platform's HSE Management System, with a primary focus on ensuring compliance with safety regulations in a high-risk offshore environment.
⚓Core Responsibilities
- Documentation and Administration
The HSE Assistant manages the administrative backbone of the safety system.
- Record Keeping: Maintaining accurate, up-to-date HSE logs, files, and records, including inspection reports, training matrices, safety meeting minutes, and equipment certifications.
- Permit-to-Work (PTW) Support: Assisting the Control Authority/Issuing Authority by monitoring the PTW system; checking that required supporting documents (like Job Safety Analyses or gas tests) are attached and valid.
- Incident Management: Assisting with the initial reporting and classification of incidents, accidents, near misses, and safety observations. Tracking corrective and preventive actions to ensure timely close-out.
- Reporting: Compiling daily, weekly, and monthly HSE statistics and reports for submission to onshore management, including safety performance indicators (KPIs) like Total Recordable Incident Rate (TRIR) and Lost Time Incident Frequency (LTIF).
- Field Monitoring and Auditing
The assistant spends significant time in the field, observing and reinforcing safe work practices.
- Inspections and Walkdowns: Conducting routine, planned, and random safety inspections (walkdowns) of the worksite, accommodation, machinery, and equipment (e.g., dropped object prevention measures, scaffolding, housekeeping).
- Safety Equipment Checks: Assisting in the maintenance and inventory of safety-critical equipment, such as emergency breathing apparatus (SCBA), fire extinguishers, and personal protective equipment (PPE) inventory.
- Behavioral Safety: Promoting the company's Behaviour-Based Safety (BBS) program, conducting Safety Observations, and providing positive reinforcement or immediate intervention to correct unsafe acts or conditions.
- Compliance Verification: Ensuring that all personnel, including contractors, are adhering to the established Safe Operating Procedures (SOPs), Life Saving Rules (LSRs), and company policies.
- Training and Awareness
- Safety Inductions: Assisting the HSE Officer in delivering site-specific and safety induction briefings for new arrivals on the vessel/platform.
- Toolbox Talks (TBTs): Preparing, distributing, and occasionally leading TBTs and pre-job safety meetings.
- Drills and Exercises: Assisting in the planning, execution, and documentation of all emergency response drills (e.g., man overboard, fire, abandon ship, H2S release) and ensuring lessons learned are captured.
- Emergency Response
- Serving as a designated member of the Emergency Response Team (ERT) in a support capacity (e.g., fire team member, first aid assistant, or communications support).
- Maintaining the readiness of muster stations, emergency response equipment, and first aid supplies.
Requirements
Essential Qualifications, Training, and Skills
Category
Requirements
HSE Qualification
NEBOSH International General Certificate (IGC) or equivalent nationally recognized certification (e.g., OSHA, IOSH Managing Safely, or a relevant Safety Diploma/Degree).
BOSIET/FOET
Basic/Further Offshore Safety Induction and Emergency Training (required for all personnel working on an offshore installation/vessel, including helicopter underwater escape training).
Medical Fitness
A valid Seafarer Medical Certificate (e.g., ENG1 or equivalent) confirming fitness to work at sea.
Offshore Certification (Mandatory)
OPITO BOSIET/FOET (Basic/Further Offshore Safety Induction and Emergency Training) with HUET (Helicopter Underwater Escape Training).
Offshore Medical
Valid offshore medical fitness certificate (e.g., OGUK Medical or equivalent).
Role-Specific Training
H2S Awareness (Hydrogen Sulfide), Basic Firefighting, First Aid/CPR, Working at Height Awareness.
System Knowledge
Familiarity with Permit-to-Work (PTW) systems, Job Safety Analysis (JSA), and basic Risk Assessment methodologies.
Experience
0-3 years of experience in an HSE-related role, preferably in high-risk industries (Oil & Gas, Marine, Construction, or Industrial).
Skills
Excellent communication (oral and written), strong attention to detail, high computer literacy (MS Office), and the ability to work 12-hour shifts on rotation.
