Description
Our client is seeking an experienced Procurement Manager to join their team in the construction sector.
Responsibilities:
Strategic Sourcing & Category Management
- Develop and implement overarching procurement strategies that align with the company’s "Intelligent Grid Resilience" offering and multi-OEM integration model.
- Define procurement categories and identify strategic suppliers for critical technologies (e.g., NR Electric BESS, GE Grid Solutions, Arteche products).
- Lead complex negotiations for high-value contracts, including those for long-term Operations & Maintenance (O&M) and lifecycle management, focusing on total cost of ownership and long-term value.
- Conduct in-depth market research and spend analysis to identify opportunities for cost savings, value enhancement, and alternative suppliers within high-value categories.
- Evaluate potential vendors based on technical capabilities, quality, reliability, and financial stability.
Risk Management
- Establish and oversee a comprehensive framework for identifying, assessing, and mitigating procurement-related risks (geopolitical, supply chain disruptions, quality issues, compliance, and cybersecurity vulnerabilities).
- Develop robust contingency plans and ensure supply chain resilience, especially for critical components with long lead times.
Strategic Vendor Relationship Management - Cultivate and maintain high-level, collaborative relationships with key strategic OEMs (NR Electric, Schneider, GE, Arteche).
- Foster partnerships that encourage innovation, shared problem-solving, and mutual growth, ensuring reliable delivery, quality, and support for complex integrated solutions.
Policy & Compliance
- Develop, implement, and enforce procurement policies and procedures that ensure ethical conduct, transparency, and compliance with all relevant national (e.g., local content policies, PDN ownership advantages) and international regulations and standards.
- Ensure procurement practices leverage the company’s 100% Previously Disadvantaged Namibian (PDN) ownership to gain preferential treatment in public tenders.
Team Leadership & Cross-Functional Collaboration - Provide strategic direction, mentorship, and performance management for the Procurement
Department (a 2/3-person team). - Serve as the primary liaison between Procurement and other key departments (Executive Management, Engineering, PMO, Finance, and After-Sales Services) to ensure seamless integration.
Technical Acumen & Integration Support
- Work closely with the Engineering Department to understand detailed technical specifications for multi-OEM components (e.g., BESS, HVDC, IEDs, MV switchgear).
- Ensure that procured items meet interoperability protocols (like IEC 61850) and overall system performance requirements for the company’s "Intelligent Grid Resilience" offering.
Requirements
Key Requirements:

Minimum of 7-10 years’ proven experience in procurement, supply chain, or logistics, with at least 3-5 years in a leadership role, preferably within the EPC, energy, or O&G sectors and strong exposure to the construction industry.

In-depth knowledge of procurement processes, contract negotiation, and supplier/vendor management.

Demonstrated ability to develop and implement procurement strategies that improve efficiency and cost-effectiveness.

Experience managing procurement of construction materials, equipment, and logistics services for large projects.

Strong understanding of local and regional supply chains, import/export regulations, and logistics operations.

Proven ability to manage budgets, control costs, and report on procurement performance.

Excellent negotiation, communication, and stakeholder management skills.

Proficiency in procurement and ERP systems (SAP, Oracle, or similar).

Strong leadership skills with experience managing procurement teams and coordinating with project stakeholders.

Relevant qualification in Supply Chain Management, Procurement, Logistics, or related field (degree preferred; diploma with extensive experience considered).
