Description
Africa Personnel Services, on behalf of its client, is looking for a In Country Support Lead (Logistics) in the oil and gas industry. The In Country Support Lead (Logistics) is a senior operational role responsible for managing and coordinating all aspects of the supply chain and logistical support within a specific country or regional operation. The primary goal is to ensure that programs and projects have all the materials, assets, and transport they need, where and when they need them, while maintaining compliance with local laws and organizational standards.
⚓Core Responsibilities
- Supply Chain Strategy and Planning
- Logistics Planning: Develop and execute the country's logistics plan, encompassing procurement, warehousing, transportation, and distribution to support project objectives.
- Forecasting: Work closely with program or project teams to accurately forecast supply needs and manage the budget for logistical services.
- Budget Management: Oversee the logistics department budget, ensuring cost-efficiency and compliance with financial guidelines.
- Operations Management
- Warehousing & Inventory: Manage all in-country inventory, warehousing, and stock control, implementing efficient systems for storage, security, and distribution of goods, supplies, and equipment.
- Fleet Management: Oversee the vehicle fleet (maintenance, utilization, fueling, and reporting) and plan staff/cargo movement to ensure safe and efficient transport.
- Asset Management: Maintain an accurate asset register, tracking all organizational property (e.g., equipment, IT gear, generators) from acquisition to disposal.
- Facilities: Ensure all offices, compounds, and warehouses are adequately maintained, secure, and fully functional.
- Compliance and External Relations
- Regulatory Compliance: Ensure all logistical activities, particularly import/export, customs clearance, and local transportation, adhere strictly to national laws, customs regulations, and organizational policies.
- Vendor and Contract Management: Identify, vet, and manage local logistics service providers, negotiating contracts (e.g., transport, warehousing, maintenance) to ensure best value and service quality.
- Security: Coordinate with security teams to implement appropriate measures for the safe movement of staff and goods in potentially insecure or remote environments.
- Leadership and Team Management
- Team Supervision: Lead, mentor, and manage the local logistics and support staff, including training, performance evaluation, and daily task assignment.
- Cross-Functional Coordination: Serve as the main point of contact for logistics issues, ensuring seamless coordination between the country office, field offices, global supply chain teams, and program managers.
- Reporting: Generate regular, accurate reports on logistics performance, inventory levels, asset status, and vehicle utilization for senior management.
Requirements
- Experience: Substantial progressive experience (typically 5+ years) in logistics, supply chain management, or operational support, with a significant portion in a field-based or international/in-country setting.
- Education: Bachelor’s degree in supply chain management, Logistics, Business Administration, or a related field.
- Technical Skills:
- Proficiency with ERP/WMS (Enterprise Resource Planning/Warehouse Management Systems) software.
- Expertise in International Trade/Customs
- Strong command of data analysis (especially MS Excel) for reporting and optimization.
- Soft Skills: Leadership, exceptional problem-solving and decision-making skills, negotiation, and high cultural adaptability to work with diverse teams and local partners.
