Description

Africa Personnel Services, on behalf of its client, is looking for an Offshore Personnel Logistics Manager in the oil and gas industry. The Offshore Personnel Logistics Manager is a critical, high-level role responsible for the safe, efficient, and compliant movement (mobilization and demobilization) of all personnel working on offshore assets, such as vessels, drilling rigs, and production platforms. This position is essential for maintaining operational continuity and adhering to strict industry safety and regulatory standards.      

Core Responsibilities

The manager oversees the entire process of moving people between shore bases and offshore locations, often across international borders.

  1. Planning and Scheduling
  • Rotational Management: Develop, maintain, and manage the complex personnel rotation schedules for all offshore staff, including crew changes, specialized vendor personnel, and emergency responders.
  • Movement Coordination: Plan and coordinate all logistical legs of personnel transfer, including domestic/international flights, ground transport, helicopter transfers, and marine vessel transfers.
  • Forecasting: Work closely with Project and Operations Managers to forecast personnel needs, anticipating peaks and troughs in activity to ensure adequate logistical capacity.
  1. Safety and Compliance (HSEQ)
  • Safety Protocols: Implement and enforce rigorous safety procedures for all personnel transfers, ensuring compliance with both company HSEQ policies and maritime/aviation regulations.
  • Certification and Readiness: Ensure all personnel possess the required, up-to-date certifications (e.g., medical fitness, HUET/BOSIET training, visas, and specialized qualifications) before mobilization.
  • Emergency Response: Serve as a key point of contact in the event of an emergency (e.g., medical evacuation or platform abandonment), coordinating the safe and rapid transfer of personnel.
  1. Vendor and Stakeholder Management
  • Contract Management: Manage contracts and relationships with key logistics vendors, including helicopter operators, airlines, travel agents, immigration agencies, and shore-base service providers.
  • Cost Control: Monitor and manage the personnel logistics budget, striving for cost efficiencies without compromising safety or service quality.
  • Immigration/Customs: Oversee compliance with all international and local immigration and customs procedures for expatriate personnel movements.
  1. System Management and Reporting
  • P.O.B. Tracking: Maintain the accurate Personnel On Board (P.O.B.) manifest at all times using a dedicated tracking system, which is a critical safety requirement.
  • Data Integrity: Ensure the personnel tracking database is accurate and up-to-date, including travel documents, next-of-kin information, and medical details.
  • Performance Reporting: Generate and analyze reports on logistics efficiency, costs, transfer delays, and safety incidents for senior management.

Requirements

  • Experience: 5+ years of specialized experience in logistics, with a significant portion dedicated to managing personnel movements in the Oil & Gas, Marine, or Offshore Renewables sectors.
  • Education: A Bachelor's degree in Logistics, Supply Chain Management, Business Administration, or a related field is often preferred.
  • Technical Skills: Expert knowledge of offshore safety regulations and proficiency with specialized P.O.B. and Travel Management Systems.
  • Competencies: Exceptional organizational, crisis management, and communication skills, with a proven ability to handle complex and dynamic scheduling in a high-pressure, 24/7 operational environment.
