Description

Africa Personnel Services, on behalf of its client, is looking for an Offshore Personnel Logistics Coordinator in the oil and gas industry. The Offshore Personnel Logistics Coordinator is a specialized role focused on the safe, efficient, and compliant movement of personnel—both local and expatriate—to and from offshore installations, vessels, and remote field locations.

Core Responsibilities

The Coordinator manages all aspects of personnel mobilization, ensuring 24/7 support for crew changes and emergency responses.

  1. Travel and Movement Management
  • Scheduling: Plan and manage the detailed rotation schedules (hitches) for all offshore personnel, coordinating crew changes to ensure regulatory rest requirements and operational needs are met.
  • Transportation: Arrange all modes of travel, including commercial flights, helicopter transfers, and marine vessel transfers, ensuring efficient transit from home city to the offshore facility.
  • Manifests and Tracking: Prepare accurate and timely personnel manifests and maintain real-time tracking of all personnel movements, adhering to strict industry safety standards.
  • Accommodation: Coordinate hotel and transit accommodation, ensuring bookings align with flight and helicopter schedules.
  1. Compliance and Documentation
  • Immigration & Visas: Coordinate with the Permits/HR team to ensure all offshore personnel possess valid visas, work permits, and necessary travel documentation before mobilization.
  • Training and Certification: Verify that all personnel possess valid and up-to-date mandatory certifications (e.g., offshore survival, HUET, medicals) required for access to the offshore facility.
  • Safety Briefings: Ensure personnel receive necessary pre-mobilization safety briefings and understand local travel protocols.
  1. Cost Control and Administration
  • Budget Management: Track travel and accommodation expenditures against project budgets, seeking cost efficiencies wherever possible.
  • Vendor Management: Liaise with and manage service providers, including travel agencies, helicopter operators, boat companies, and hotels.
  • Invoicing: Process and reconcile invoices from logistics vendors, ensuring accuracy against services rendered.
  1. Emergency Response
  • Medevac/Emergency: Act as a key contact during emergencies (e.g., medevac or weather evacuation), coordinating the rapid movement and demobilization of personnel in adherence to the company's Emergency Response Plan.

Requirements

  • Experience: 3+ years of experience in logistics, travel coordination, or crew management, preferably within the offshore, marine, or aviation sectors.
  • Software Proficiency: Experience with travel booking systems, manifest management software, and enterprise resource planning (ERP) tools.
  • Knowledge: Familiarity with aviation and marine safety regulations related to offshore operations.
  • Competencies: Exceptional organizational and attention-to-detail skills. Must be a strong communicator, able to manage high-pressure situations, and be comfortable with on-call duties outside of regular business hours.
