Description
Africa Personnel Services, on behalf of its client, is looking for an SCM Specialist - Post Award Management in the oil and gas industry. This specialist ensures that vendors and contractors deliver goods and services as stipulated, managing compliance, performance, payments, and any changes throughout the contract lifecycle.
⚓Core Responsibilities
This role is centered on managing the entire contract lifecycle after award, ensuring maximum value extraction and compliance.
- Contract Administration and Compliance
- Contract Execution: Oversee the formal execution of awarded contracts, ensuring all necessary internal approvals and financial guarantees (e.g., performance bonds, bank guarantees) are in place.
- Terms Enforcement: Ensure strict adherence to all contractual terms and conditions (T&Cs), including scope of work, timelines, quality specifications, and compliance standards.
- Documentation: Maintain a comprehensive and organized repository of all contract documents, correspondence, change orders, and performance records.
- Financial and Payment Management
- Invoicing and Payments: Review and validate contractor invoices against contract terms, agreed-upon rates, and verified deliverables, coordinating with Accounts Payable to ensure timely and accurate payments.
- Cost Control Interface: Interface closely with Project Controls and Cost Controllers to ensure contract commitments and expenditures are accurately tracked against the project budget.
- Financial Reconciliation: Manage contract-specific financial holdbacks, milestone payments, and final payment reconciliations upon closeout.
- Performance, Change, and Claims Management
- Performance Monitoring: Track and evaluate vendor and contractor performance against key performance indicators (KPIs) specified in the contract, documenting any non-compliance or deviations.
- Change Management: Manage the formal Change Management process, evaluating the contractual basis, scope, schedule, and cost impact of all variations or scope changes requested by either the company or the contractor.
- Claims and Disputes: Identify, analyze, and manage potential contractor claims or disputes, assisting the legal and project teams in dispute resolution and mitigation strategies.
- Closeout and Succession
- Contract Closeout: Lead the formal contract closeout process, including final performance assessment, final payments, release of retention, and transfer of warranties and guarantees.
- Lessons Learned: Document lessons learned related to contract execution and vendor performance to inform future sourcing strategies and contract templates.
Requirements
- Experience: 5+ years of progressive experience in contract management, supply chain, or procurement, with substantial experience in the post-award phase of complex, high-value contracts.
- Industry Knowledge: Strong background in the Oil & Gas, Energy, or EPC industry is often required, demonstrating familiarity with standard industry contract forms (e.g., FIDIC, NEC, LOGIC).
- Education: Bachelor's degree in Business, Supply Chain Management, Law, or Engineering. Professional certification (e.g., CPCM, NCMA) is highly desirable.
- Technical Skills: Expert proficiency in ERP/Contract Management software (e.g., SAP, Oracle, Ariba) and advanced analytical skills in MS Excel.
- Competencies: Excellent negotiation and conflict resolution skills, legal and financial acumen, and meticulous attention to detail.
