Description

Africa Personnel Services, on behalf of its client, is looking for an SCM Specialist Post Award Management (Junior) in the oil and gas industry. The Junior SCM Specialist is responsible for supporting the effective transition and management of contracts and purchase orders (POs) from the award stage through execution and close-out. The role focuses on monitoring vendor performance, ensuring compliance with commercial terms, and maintaining accurate contract records.       

Core Responsibilities

  1. Contract Management & Administration
  • Handover: Assist the Senior SCM team in the official handover of the executed contract or purchase order (PO) from the sourcing/tender phase to the execution phase.
  • Filing and Archiving: Maintain a comprehensive and organized electronic and physical repository of all contract documents, amendments, warranties, and correspondence.
  • Compliance Tracking: Monitor and track vendor compliance with key contractual milestones, payment terms, delivery schedules, insurance, and performance bonds.
  • Renewals and Expiry: Track contract expiry and renewal dates, preparing preliminary documentation and analysis to support the renewal or re-tendering process.
  1. Invoice and Payment Oversight
  • Invoice Verification: Review and verify vendor invoices against contract terms, purchase orders, and proof of service/delivery (e.g., goods receipts, service entry sheets) to ensure accuracy before processing for payment.
  • Discrepancy Resolution: Collaborate with the Accounts Payable (AP) department and the technical end-user to quickly investigate and resolve any invoice discrepancies or payment blocks.
  1. Vendor Performance Support
  • Performance Monitoring: Support the tracking and documentation of vendor performance metrics (e.g., on-time delivery, quality of service) as specified in the contract.
  • Claims and Variations: Assist the Project Team and Senior SCM with the administrative aspects of potential contract claims, change orders, or variations, ensuring all necessary documentation is recorded.
  1. System and Reporting
  • System Updates: Ensure all relevant contract data, including key dates, financial values, and change orders, is accurately captured and updated in the ERP system (e.g., SAP, Oracle).
  • Reporting: Generate routine reports on contract status, committed expenditures, and vendor payment status for the SCM Manager and Project Controls team

Requirements

  • Education: Bachelor’s degree in Supply Chain Management, Business Administration, Finance, or a related field.
  • Experience: 2–5 years of experience in procurement, administration, or a finance-related support role; internships in SCM or Contracts are highly valuable.
  • Technical Skills: Proficiency in Microsoft Excel and exposure to Enterprise Resource Planning (ERP) systems (e.g., SAP, Oracle) is a strong plus.
  • Knowledge: Basic understanding of contracting principles, purchase orders, and the procure-to-pay cycle.
  • Competencies: Exceptional attention to detail, strong organizational skills, and clear, professional written and verbal communication.
