Description

Africa Personnel Services, on behalf of its client, is looking for a Senior HSE Advisor – Fabrication yard (Local) in the oil and gas industry. The Senior HSE Advisor – Fabrication Yard is a specialized safety leadership role focused on managing the complex health, safety, and environmental risks inherent in a heavy industrial setting, such as a construction yard, module fabrication facility, or shipyard.

Core Responsibilities

The role's focus is on mitigating high-risk activities common in fabrication environments.

  1. Risk Management and Control
  • High-Risk Activity Oversight: Develop, implement, and audit control measures for high-risk fabrication activities, including:
    • Hot Work (welding, cutting, grinding).
    • Working at Height (scaffolding, platforms, fall protection).
    • Lifting and Rigging Operations (crane lifts, material handling).
    • Confined Space Entry and Lockout/Tagout (LOTO) procedures.
  • Permit-to-Work (PTW): Manage and oversee the rigorous application and enforcement of the PTW system across the yard to ensure all non-routine and high-risk tasks are safely authorized and controlled.
  • Risk Assessments (RA): Lead and review formal Risk Assessments and Job Safety Analyses (JSAs) with the operations teams, ensuring controls are documented, communicated, and effective.
  1. Compliance and Auditing
  • Regulatory Compliance: Ensure all yard activities comply with local and national occupational safety, health, and environmental regulations, as well as corporate policies and industry standards (e.g., OSHA, ISO 45001).
  • Inspections and Audits: Conduct regular, detailed HSE inspections and audits of the yard, workshops, equipment, and work areas, documenting findings and ensuring timely closure of corrective actions.
  • Environmental Management: Oversee environmental compliance, including the management of hazardous waste, chemical storage, air emissions, and dust control specific to fabrication processes.
  1. Incident Management and Culture
  • Incident Investigation: Lead or participate in detailed incident, accident, and near-miss investigations, utilizing Root Cause Analysis (RCA) techniques to identify systemic failures and prevent recurrence.
  • Training and Mentorship: Develop and deliver targeted HSE training relevant to fabrication yard risks (e.g., fire watch, gas testing, abrasive wheel safety) and mentor site supervisors and junior HSE staff.
  • Safety Culture: Actively promote a proactive safety culture, engaging with workers, encouraging stop-work authority, and driving safety performance improvement initiatives.

Requirements

  • Experience: 5+ years of progressive HSE experience, with a proven track record in a heavy fabrication, construction, shipyard, or manufacturing environment.
  • Education: Bachelor's degree in Occupational Health and Safety, Environmental Engineering, or a related field.
  • Certification: Professional certification is required (e.g., NEBOSH Diploma, CSP, CRSP, or equivalent).
  • Technical Knowledge: Deep practical knowledge of industrial safety standards, fire prevention, occupational hygiene, and material handling safety in a yard setting.
  • Competencies: Strong leadership, presentation, and report-writing skills. Must be a credible technical advisor capable of influencing safety behaviour at all levels.
