Description

Our client is seeking a dynamic and experienced HR & Risk Generalist to join their manufacturing operation in Namibia. This role is suited to a hands-on professional with strong Human Capital expertise, in-depth employee relations experience, and practical exposure to Health, Safety and Risk Management within a manufacturing environment.

Human Capital Governance & Administration:

  • Implement and maintain Human Capital policies and procedures aligned to Namibian legislation.
  • Manage Human Capital governance documentation and document control.
  • Coordinate site HC initiatives aligned to Group HC strategy.

Talent Acquisition & Onboarding:

  • Manage end-to-end recruitment for Namibia in compliance with the Labor Act, 2007.
  • Process job requisitions, appointment requests, and movement forms.
  • Ensure approvals align with company approval metrics.
  • Coordinate onboarding and annual Return-to-Work inductions.
  • Load new employees on HR and payroll systems timeously.

Learning & Development:

  • Coordinate training interventions in line with the training calendar.
  • Track training attendance and compliance.
  • Submit training needs analysis and training metrics.
  • Liaise with NTA regarding training levy compliance (where applicable).

Employee Relations, Compliance & Union Liaison:

  • Handle grievances and disciplinary processes in collaboration with IR and HC management.
  • Prepare charge sheets, notices of enquiry, and disciplinary documentation.
  • Represent the company at the Office of the Labour Commissioner (reconciliation).
  • Maintain accurate, confidential ER records.
  • Ensure procedural fairness and legislative compliance.
  • Engage with unions as required for employee representation, collective bargaining, and dispute resolution.
  • Monitor and manage union membership interactions and compliance with union agreements.
  • Act as a point of contact for union inquiries or requests.

Reporting & Data Analytics:

  • Compile and submit monthly Human Capital reports.
  • Prepare quarterly continuous improvement reports.
  • Maintain the vacancy matrix.
  • Ensure accuracy and timeliness of all HC reporting.

Employee Termination:

  • Manage end-to-end offboarding processes.
  • Conduct exit interviews.
  • Process system terminations and payroll submissions.
  • Prepare relieving letters and Certificates of Service.

Risk, Health & Safety Functions Health & Safety Coordination:

  • Implement OHS programs in line with Namibian OHS Regulations.
  • Coordinate Safety Committee meetings.
  • Maintain appointments for Safety Representatives, First Aiders, and Fire Marshals.
  • Conduct monthly SHE and Risk audits and corrective actions.
  • Maintain H&S documentation, registers, and policies.
  • Coordinate occupational medicals and hearing tests.
  • Investigate incidents and accidents and determine root causes.
  • Manage contractor H&S compliance.
  • Conduct fire drills and evacuation simulations.

Risk Reporting & Compliance:

  • Compile DIFR, audit, risk, and monthly safety reports.
  • Ensure compliance with OHS Regulations and Employees’ Compensation Act.
  • Identify hazards and implement preventative measures.
  • Maintain accurate reporting within legal timeframes.

Safety Culture & Security Liaison:

  • Drive safety culture through toolbox talks and safety campaigns.
  • Liaise with security on safety and emergency procedures.
  • Maintain XGRC system updates and dashboards.

Duties and responsibilities are, however, not limited to this, all reasonable and lawful requests within your scope of work/abilities given by management are to be followed whether this is inside or outside the factories.

 

Requirements

Qualifications:

  • Relevant tertiary qualification in Human Capital Management (essential)

Experience:

  • 3–5 years’ experience in a Human Capital / HR Generalist role
  • 3–5 years’ experience in a manufacturing environment
  • In-depth trade union and employee relations experience
  • Practical exposure to Health, Safety and Risk Management (advantageous)

Knowledge:

  • Sound understanding and application of:
  • Namibian Labor Act, 2007
  • Namibian OHS Regulations
  • Employees’ Compensation Act

Technical Skills:

  • Strong HR Information Systems capability
  • Advanced Microsoft Word, Excel, and PowerPoint

  • Excellent communication, negotiation, and interpersonal skills
  • Ability to influence, advise, and drive an employee-centric culture
  • High attention to detail and strong administrative discipline
  • Ability to manage change and build effective stakeholder relationships
