Description

Job Purpose

The HSE Senior Supervisor is responsible for leading and overseeing all Health, Safety, and Environmental activities at the supply base, ensuring compliance with company policies, client requirements, applicable legislation, and industry best practices. The role drives implementation of the HSE Management System, promotes a proactive safety culture, coordinates emergency response preparedness, and provides leadership in risk management, incident prevention, audits, inspections, and workforce engagement initiatives.

Key Responsibilities

HSE Leadership and Management

Lead implementation and continuous improvement of the Supply Base HSE Plan.

  • Ensure compliance with company, client, regulatory, and industry HSE requirements.
  • Promote a positive safety culture and visible HSE leadership throughout the facility.
  • Provide HSE guidance and support to supervisors, contractors, and operational personnel.
  • Monitor HSE performance and recommend corrective and preventive actions.

HSE Planning and Compliance

Develop, implement, and monitor site-specific HSE programs and initiatives.

  • Ensure compliance with Occupational Health and Safety, Environmental, and Waste Management regulations.
  • Maintain HSE documentation, records, registers, and reporting systems.
  • Participate in management reviews and HSE performance evaluations.
  • Support implementation of environmental protection and sustainability initiatives.

Toolbox Talks and Workforce Engagement

  • Plan, conduct, and monitor Toolbox Talks (TBTs) and safety briefings.
  • Lead workforce safety awareness campaigns and behavioural safety initiatives.
  • Promote active participation in hazard identification and risk reduction programs.
  • Mentor supervisors and employees on safe work practices and HSE responsibilities.

STOP Card and Behavioural Safety Program

  • Administer and monitor the STOP Card / Safety Observation Program.
  • Review submitted safety observations and ensure corrective actions are implemented.
  • Analyse trends and develop improvement actions based on workforce observations.
  • Promote proactive reporting of hazards, unsafe acts, and near misses.

Audits, Inspections, and Risk Management

  • Plan and conduct HSE audits, inspections, and workplace assessments.
  • Verify implementation of corrective actions arising from audits and inspections.
  • Participate in risk assessments, Job Safety Analyses (JSAs), and hazard identification exercises.
  • Monitor compliance with permit-to-work systems and safe work procedures.
  • Identify opportunities for continual improvement within the HSE Management System.

Incident Investigation and Reporting

  • Lead or participate in incident, accident, and near-miss investigations.
  • Ensure timely reporting and documentation of incidents.
  • Conduct root-cause analysis and recommend corrective and preventive actions.
  • Track closure of investigation findings and action items.

Emergency Response Coordination

  • Coordinate emergency preparedness and response activities at the supply base.
  • Maintain emergency response plans, procedures, and communication systems.
  • Organise and evaluate emergency drills and exercises.
  • Act as a key member of the Emergency Response Team during incidents.
  • Liaise with emergency services, authorities, and client representatives when required.

Environmental Management

  • Support implementation of environmental management programs.
  • Monitor waste handling, storage, disposal, and pollution prevention activities.
  • Ensure environmental incidents are reported and investigated.
  • Promote environmental awareness and compliance across the workforce.

Contractor and Client Interface

Monitor contractor compliance with HSE requirements.

  • Participate in client HSE meetings, inspections, and audits.
  • Prepare HSE reports and performance statistics for management and clients.
  • Represent the company in HSE matters during operational and client engagements.

Requirements

Minimum Qualifications

  • Diploma or Degree in Occupational Health & Safety, Environmental Management, Engineering, or related discipline.
  • NEBOSH International General Certificate (IGC) or equivalent HSE qualification.
  • ISO 14001 Environmental Management Systems knowledge and application experience.
  • Incident Investigation Training.
  • Risk Assessment and Hazard Identification Training.
  • Emergency Response and Crisis Management Training.

Experience

  • MinimumĀ 5 years of Oil & Gas Producers (OGP) HSE experience.
  • Experience within oil & gas logistics, supply base, marine, drilling support, or industrial operations.
  • Proven experience supervising HSE personnel and managing HSE programs.
  • Demonstrated experience conducting audits, inspections, and incident investigations.
  • Experience coordinating emergency response activities and drills.

Knowledge and Skills

  • Strong knowledge of OGP and oil & gas industry HSE requirements.
  • Good understanding of ISO 14001 Environmental Management Systems.
  • Knowledge of occupational health, safety, environmental, and regulatory compliance requirements.
  • Experience with behavioural safety and STOP Card systems.
  • Strong incident investigation and root-cause analysis skills.
  • Excellent leadership, coaching, and communication abilities.
  • Ability to prepare professional reports and HSE performance statistics.
  • Proficiency in Microsoft Office applications and HSE reporting systems.

Physical and Medical Requirements

  • Medically fit for offshore support base and industrial site environments.
  • Ability to conduct inspections across warehouses, yards, quaysides, and operational facilities.
  • Willingness to work extended hours during emergencies or operational requirements.

  • Achievement of HSE Plan objectives.
  • Reduction in recordable incidents, near misses, and unsafe acts.
  • Completion of scheduled audits, inspections, and Toolbox Talks.
  • STOP Card participation and closure rates.
  • Timely closure of corrective and preventive actions.
  • Emergency drill effectiveness and preparedness scores.
  • Regulatory and client audit compliance results.
  • Environmental compliance and incident performance.
  • Overall HSE performance of the supply base.

Operational Requirements

During active operations, shall maintain a 24/7 operational manning regime by rotational shifts, including nights, weekends, and public holidays, for all operational roles required to support vessel operations, loadouts/backloads, quayside activities, yard operations, customs and materials handling, and time-sensitive drilling logistics.
