Description

Africa Personnel Services, on behalf of its client, is looking for a Logistics Base Coordinator (Senior) in the oil and gas industry. The Senior Logistics Base Coordinator is a senior operational and managerial role, responsible for overseeing all activities and resources within a designated operational or logistical base (e.g., a supply yard, warehouse, or field camp). This role ensures the efficient, compliant, and safe flow of materials, equipment, and personnel necessary to support large-scale projects or operations. The Senior Logistics Base Coordinator acts as the site manager for the logistical hub, ensuring the base meets all support needs                

Core Responsibilities

1. Base Management and Operations

  • Facility Oversight: Manage the daily operations, maintenance, and security of the entire logistics base facility, including warehouses, laydown yards, offices, and accommodations (if applicable).
  • Resource Allocation: Oversee the efficient use and deployment of all base resources, including handling equipment (cranes, forklifts), vehicles, and utility infrastructure.
  • Workflow Optimization: Implement and continuously improve base processes for receiving, inspection, storage, and dispatch of materials and equipment, minimizing bottlenecks and delays.

2. Inventory and Material Control

  • Inventory Management: Lead the Warehousing and Inventory team, ensuring accurate record-keeping, perpetual inventory checks, and regular cycle counts.
  • Material Readiness: Ensure all project materials, spare parts, and consumables are stored safely, correctly, and are readily available for transport to the project site or end-user.

3. Base Management and Operations

4. Inventory and Material Control

  • Inventory Management: Lead the Warehousing and Inventory team, ensuring accurate record-keeping, perpetual inventory checks, and regular cycle counts.
  • Material Readiness: Ensure all project materials, spare parts, and consumables are stored safely, correctly, and are readily available for transport to the project site or end-user.
  • Documentation: Ensure all material movements (in/out) are properly documented and reconciled with the financial and project management systems (e.g., ERP/WMS).
  1. Safety, Security, and Compliance (HSEQ)
  • Safety Leadership: Enforce the highest standards of Health, Safety, Environment, and Quality (HSEQ) for all base activities. This includes managing traffic flow, rigging and lifting operations, and hazardous material storage.
  • Security: Implement and monitor security procedures for the base and assets to prevent theft, damage, or unauthorized access.
  • Regulatory Compliance: Ensure all base operations comply with local, national, and international regulations, especially concerning customs, labour, and hazardous materials handling.
  1. Leadership and Coordination
  • Team Supervision: Lead, train, and mentor the base logistics team, including storekeepers, material handlers, drivers, and administrative staff.
  • Stakeholder Liaison: Act as the primary communication link between the base and key stakeholders, including Project Managers, Procurement, Transport Contractors, and Customs agents.
  • Budgeting: Manage the base operating budget, tracking expenditures and ensuring cost-effective use of resources.

Requirements

  • Experience: Typically 5–8+ years of progressive experience in logistics, warehousing, or supply chain management, with at least 2–3 years in a supervisory or managerial role controlling a major operational base.
  • Industry: Experience in Oil & Gas, EPC (Engineering, Procurement, Construction), or large-scale manufacturing/mining is highly desirable.
  • Education: Bachelor's degree in Supply Chain Management, Logistics, Business Administration, or a related field.
  • Technical Skills: Expert knowledge of WMS (Warehouse Management Systems) or ERP (Enterprise Resource Planning) systems (e.g., SAP or Oracle) for inventory control and material tracking.
  • Competencies: Exceptional leadership, organizational, and problem-solving skills, with a proven ability to manage complex, fast-paced logistics in challenging environments.
