Description
The Principal Officer is responsible for the strategic, operational, governance, and relationship management oversight associated with the provision of medical scheme administration, managed care, wellness, and related healthcare management services to Medical Aid Funds in Namibia. The incumbent will provide executive leadership to the managed care and administration business and will ensure that all services are delivered in accordance with applicable legislation, NAMFISA requirements, Medical Aid Fund Rules, contractual obligations, and recognised governance standards.
The role is responsible for ensuring effective operational performance, regulatory compliance, client satisfaction, healthcare risk management, and sustainable business performance. The incumbent will also maintain and strengthen relationships with the Principal Officers and Boards of Trustees for the company as well as with regulators, healthcare providers, brokers, and other strategic stakeholders.
As a member of Executive Management, the Principal Officer will contribute to the strategic direction, operational sustainability, and growth of the managed care and administration business in Namibia.
Key Responsibilities:
- The Principal Officer will provide strategic leadership and oversight to managed care, administration, wellness, and related healthcare service functions of the company. This includes responsibility for the effective management of claims administration, member services, provider relations, managed care programmes, wellness initiatives, utilisation management, disease management, case management, and healthcare cost containment initiatives.
- The incumbent will ensure that all administration and managed care activities are executed efficiently, accurately, ethically, and in compliance with applicable Namibian legislation, NAMFISA requirements, Medical Aid Fund Rules, Service Level Agreements, and Company governance standards. The role further requires oversight of operational risk management, internal controls, audit processes, and regulatory reporting obligations.
- The Principal Officer will oversee and monitor service delivery performance to ensure the achievement of agreed operational and client service standards. This includes driving operational improvements, enhancing member and client experience, identifying efficiencies, and implementing healthcare management strategies that support quality healthcare outcomes and financial sustainability.
- A key component of the role involves maintaining effective relationships with Medical Aid Funds, Principal Officer, Boards of Trustees, healthcare providers, brokers, and regulators. The incumbent will attend company Board and Committee meetings where required and will present operational, governance, compliance, and managed care reports to client governance structures and executive stakeholders.
- The role further includes responsibility for supporting strategic business initiatives, including business development, client retention, participation in tenders and proposals, and identifying opportunities to expand healthcare administration and managed care services in Namibia.
- The incumbent will provide leadership and management to multidisciplinary teams across the managed care, wellness, administration, finance, provider relations, compliance, and client service functions. Approximately eight direct reports will fall within the scope of the role. The Principal Officer will be responsible for employee performance management, leadership development, succession planning, accountability, and fostering a professional and high-performance culture.
- The Principal Officer will always act in the best interests of the company and its members and will uphold the governance, confidentiality, compliance, and professional standards expected by the company Principal Officer and Board of Trustees. The incumbent will further perform any additional executive management responsibilities associated with the role and aligned to the operational and strategic objectives.
Requirements
Minimum Qualifications and Experience:
- A degree in Healthcare Management, Business Management, or Nursing (NQF Level 7). An MBA and/or postgraduate qualifications in the above fields will be advantageous.
- The successful incumbent should have a minimum of 10 years’ senior management experience within the Namibian medical scheme administration, managed care, healthcare funding, or the medical aid industry in Namibia.
- Demonstrated experience in dealing with Medical Aid Funds, Boards of Trustees, healthcare governance structures, and regulatory environments in Namibia is essential.
- The successful candidate must possess strong knowledge of medical scheme administration, managed care principles, healthcare funding operations, governance frameworks, regulatory compliance, and operational risk management.
- Proven leadership capability, stakeholder engagement skills, and executive management experience are required.

- The role requires strong strategic leadership capability, sound business and financial acumen, operational management expertise, and the ability to function effectively within a regulated healthcare funding environment.
- The successful candidate must demonstrate effective communication, negotiation, relationship management, problem-solving, and decision-making skills, together with a high level of professionalism, accountability, integrity, and ethical conduct.
- Ability to perform effectively under high-pressure conditions within a complex, fast-paced national medical scheme environment, while maintaining accuracy, sound judgement, and service delivery standards.
