Africa Personnel Services, on behalf of its client, is looking for a Senior HSE Advisor – Marine Base (Local) in the oil and gas industry. The Senior HSE Advisor – Marine Base (Local) is a critical leadership and technical support role responsible for developing, implementing, and enforcing Health, Safety, and Environmental (HSE) standards across a company's land-based operations (country offices, logistics yards, fabrication facilities) and their marine or offshore support base specially in the oil and gas environment. This position ensures compliance with local laws, international standards, and organizational policies, minimizing risks to personnel, assets, and the environment. 

Core Responsibilities

This role combines on-the-ground operational support with strategic system management.

  1. HSE System Management
  • System Development: Develop, implement, and maintain the Country and Marine Base HSE Management System (HSEMS) in alignment with industry best practices (e.g., ISO standards, OHSAS 18001/ISO 45001) and corporate requirements.
  • Audit and Compliance: Lead internal and external HSE audits and inspections for the country facilities and marine base, ensuring all corrective and preventative actions are tracked and closed out promptly.
  • Regulatory Compliance: Ensure the company's operations are fully compliant with all local, national, and international environmental, safety, and occupational health legislation relevant to onshore facilities and marine operations.
  1. Operational HSE Support (Marine Base Focus)
  • Base Risk Management: Conduct and review detailed risk assessments, Job Safety Analyses (JSAs), and operational control measures for high-risk marine base activities, including:
    • Lifting and Rigging Operations (crane lifts, material handling).
    • Heavy Equipment Movement and traffic management.
    • Vessel Mobilization/Demobilization and quayside activities.
    • Hazardous Materials Storage (chemicals, fuels, waste).
  • Incident Investigation: Lead and participate in the investigation of all HSE incidents, near-misses, and non-conformities at the base and country level, ensuring root cause analysis is performed and effective preventive measures are implemented.
  • Emergency Response: Develop, test, and maintain the Emergency Response Plan (ERP) for the Marine Base, coordinating drills and training for fire, medical emergencies, security incidents, and pollution control.
  1. Training and Culture
  • Training Delivery: Develop and deliver mandatory HSE training programs (e.g., induction, permit-to-work, fire safety, environmental awareness) for all site and office personnel, including contractors.
  • Safety Culture: Actively promote a positive, proactive safety culture through visibility, coaching, and engagement with management and workforce representatives.
  • Contractor Management: Oversee the HSE pre-qualification, induction, and performance monitoring of contractors working within the country offices and the marine base.

Requirements

  • Experience: 5+ years of progressive experience in an HSE role, with significant exposure to marine, port, oil and gas, or heavy industrial base operations.
  • Education: Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Certification: Possession of internationally recognized professional safety certification is usually required (e.g., NEBOSH Diploma, CSP, or equivalent).
  • Technical Knowledge: Detailed knowledge of HSE legislation, risk assessment techniques, industrial hygiene, and practical experience with lifting operations safety and hazardous waste management.
  • Competencies: Strong leadership, communication, and influencing skills, with the ability to effectively communicate technical concepts to both workers and senior management.
